The second Consumer Credit Directive (CCD2, Directive (EU) 2023/2225) reshapes consumer lending across the European Union. Its scope now covers buy now, pay later and small loans. Creditworthiness assessment becomes stricter, and new rules apply to advertising and consumer information. The new rules apply from 20 November 2026.

Yet each Member State transposes the directive in its own way. For lenders, BNPL providers and fintechs, a single European framework does not mean a single set of rules.

Finance Innovation brings together lawyers from four countries to compare national approaches. They will share what CCD2 means in practice for players operating in, or expanding into, several European markets.
